My saddlebags came with shoe lace to tie to wherever you can tie it, to stop them flapping in the wind.
I didnt want to mess around with knots and stuff if i ever want to remove one of the bags (they are zipped to the yoke).
So instead i made a small hole in the side and used these to clamp the saddlebag to the chrome guards:

http://www.ebay.co.uk/itm/8x-UNIVERSAL-MUD-FLAP-CLAMPS-C-U-Clamps-in-BLACK-Bolt-on-No-Drilling-NEW-/290863315330?pt=LH_DefaultDomain_3&hash=item43b8cdf982

Its simply one bolt on the inside of the bag with a washer to stop the bolt working its way through the hole.
Clamps on the other side holding onto the saddlebag rails.
Bags seem much firmer and dont move forward/backwards or drop more on one side than the other.

At some point i might cut out a plastic/wood template and hard mount the bags using U bolts directly onto the rails (this avoids having to mess with the fender bolts) and do away with the yoke completely.
However what i've currently done means i just need to undo one bolt and unzip the bag and it comes straight off, instead of picking around at various knots.
Small rope clamps/ u clamps would also work, like these:
